I reinstalled the game in between certain attempts in case I accidentally made conflicting configuration settings.
They either do nothing or make it even worse (full blackscreen without even alt-tabbing).
So, I decided that I'll play the game in windowed mode and youtubed 6~7 videos on editing ini files or extracting different dll/aqrit files etc. I understand that it is due to resolution differences between a 20 yo game vs a modern operating system. Without any modification of game files, the only nuisance (albeit a big one), is alt-tabbing freezes and turns the screen black for 5 seconds, after that the game can no longer be alt-tabbed back into. It seems I have exhausted every method out there.
